Beijing News: An outbreak of the epidemic is a test for the property industry. What epidemic prevention measures have been launched by your property enterprise? Is there any mechanism formed?

Jin Yonghong: The hospital is the front line of treatment, and the property is the front line of epidemic prevention. So far, there have been no confirmed or suspected cases in our communities, mainly because we have launched an emergency plan for the epidemic earlier.

On January 20, the Anar group launched the comprehensive epidemic prevention actions, purchasing the medical materials through various channels before the spread of the epidemic. It arranged personnel on duty to carry out epidemic prevention and disinfection in various communities, and checked and registered the itinerary of the persons entering and exiting the communities. On January 22, the Anar property started the door-to-door services for the "last-kilometer" and helped the owners to buy and delivery vegetable and other daily necessaries.

First, we contact the vegetable farmers around each project and introduce them into the community. Then, the property staff will buy and deliver to the door of the owners. In this process, the Anar property has formed the daily information notification mechanism, material procurement mechanism, site control mechanism, and office staff telecommuting mechanism, with a total of more than 10 sets of processes.

After the employees resumed to work, the epidemic prevention was more severe, and the property companies may face survival of the fittest.

Beijing News: What are the biggest difficulties encountered in the process of epidemic prevention?

Jin Yonghong: The initial difficulty comes from the fact that it is not easy to get the epidemic prevention materials. Then, it is difficult for the employees to return to work, resulting in more working time for the on-the-job employees. They had to work overtime, unable to adjust rest. Also there are some other problems.

We require the front-line employees to replace their disposable masks every day, with at least two masks per employee per day. So far, the masks we have bought can support about 23 days of usage. For the front-line staff responsible for measuring the body temperature of the owners, we also provide the N95 masks, protective clothing, goggles and other protective equipment.

In fact, the investment in material is not the most important, the greater investment lies in labor costs, such as the overtime pay for employees, housing rental for employees and so on. The reason of renting house for employees is that during the epidemic period, the housekeeper of the building has to manage hundreds of owners every day, checking the temperature of the owners, collecting and reporting the information. In addition, besides the public needs of the community, they have to work hard to meet the personal needs of owners such as buying daily necessaries etc. In order to solve this problem, we rent housing for the employees to in the community, so that employees can finish their work without leaving the community, reducing the travel time and interference to their families.

   Beijing News: With the country ushering in a wave of back to work, the enterprises start to work and the employees begin to return, which, to a certain extent, increased the difficulty of management. What measures has the Anar property taken to deal with it?

   Jin Yonghong: There is bound to be more difficulty of management. Within 14 days of home isolation of the returned owners, the property should directly participate in the owner's temperature monitoring and guarantee of living supplies. Many owners were at home during the Spring Festival, and now the owners have to go out to work, and the pressure on disinfection and examination of people and cars has also increased.

At this point, we have to strictly control the management and no one can relax. To this end, we have increased our manpower and discussed with the owners in the form of questionnaires to merge some entrances and exits to reduce some management costs in the enhanced management.

When I talked with many of my peers, I found that no property company was complaining, which reflected that most of the property companies put the public interest first. But still there were some companies that were not doing well and might be defeated by the market.

We suggest the relevant taxes and fees should be adjusted properly to help the property companies tide over the difficulties.

   Beijing News: In the process of fighting the epidemic, what kind of cooperation has the property, the community and the street office formed?

   Jin Yonghong: When we held the first communication meeting, we asked the staff to take the initiative to contact the streets office, police stations, CDC and other relevant departments. At that time, we worried that there would be some disputes in the management process. Later, the actual counterpart is the personnel from the street office and the community committee, and we formed several mechanisms: first, it is the timely notification of information, that is, timely notification of the information of the park to the municipal departments; second, the assistance to the government departments to implement the localized management. For example, many cities across the country carry out the management of pass for the communities, and we also cooperate with the management of government departments in their territories. Third, we should make proper use of the resources of the local government. For example, in the original office areas, we adopt the open management. Now, in some areas, the municipal departments require the closed management, and they will send some personnel to assist us. For example, in Zhuozhou, Hebei Province, it is now a dual-post management of the municipal departments and the property companies. The cooperation is quite satisfactory.

   Beijing News: in this battle without gunpowder, what is the policy support that property needs?

   Jin Yonghong: One of the policies I want most is whether the costs borne by the property companies in the epidemic can be partially transformed into the municipal procurement, that is, the municipal departments purchase the services of the property companies to help solve the community epidemic prevention. Some cities such as Hangzhou and Shenzhen, for example, have introduced the subsidy policies, and Beijing authorities are also soliciting advice from the property companies on what subsidies are more appropriate.

   In addition, I hope that in the future, the municipal departments can treat the property as a service industry with lower tax rate. The current tax of the property enterprise is higher, and I hope this could change in the future. The property enterprises can not be completely treated as profitable enterprises, because they also have public service besides the profitable part. So I hope that the taxes and fees can be adjusted, or properly tilted and changed.

   Challenges and opportunities coexist, and more property companies will be listed in the future

   Beijing News: In the process of fighting the epidemic, is there any improvement in the regard of brand impact and communication with the owners?

Jin Yonghong: In the past, people thought that property companies did those traditional businesses. But through this fight against epidemic, the understanding of property companies will be very different, and there will be good for property brands.

   First of all, for property companies, the epidemic is an encounter. Just in time of the Spring Festival, the number of property company personnel is relatively reduced. Under the epidemic, the property personnel should cooperate to do more work, which brings greater pressure in an instant. From the initial disorder to the later orderly development, this process not only enhanced the ability of property enterprises in emergency management, but also improved the reputation of property enterprises.

   Secondly, the team of property enterprises has been exercised. Many of the employees in property enterprises are post-80s and post-90s. In the purchase of epidemic prevention materials and other aspects, many employees do not have the relevant experience. Through this epidemic, many employees' working ability has been greatly improved.

Third, the recognition of the owner. In the face of the epidemic, the property company personnel rushed in the front line, giving up their own rest, and even their own personal safety to ensure the safety of the community and the needs of owners. Friends in need are the friends indeed. After the epidemic, the relationship between the owners and property enterprises will be more harmonious.

   Finally, it has been supported and recognized by the municipal governments. Now the property company communicates closely with and the local government and fully supports the work of the local government in the community. The recognition of the municipal departments, the street office, and the community committee is the result of the rapid linkage between the property and the government departments. In addition, some cities have also introduced policies to help property companies tide over the difficulties, such as Beijing calls on CPC members and officials to take the initiative to pay the property fees. They actively support property enterprises to continue to carry out the epidemic prevention and control.

   Beijing News: After the epidemic situation, how will property enterprises develop?

   Jin Yonghong: From the perspective of the future development, the property enterprises should pragmatically focus on their own work and focus on the professional work that property enterprises should do. On this basis, they need to be familiar with and understand the needs of owners. For example, during this epidemic, the property companies should study the needs of owners, develop and provide corresponding products according to the changes in owners' needs, which is also a test and promotion for the  property companies.

   In the future, more contactless, remote management services will emerge, not just manually. With the development of the information technology, there may be a process of offline to online development in the aspects of unmanned inspection, customer information collection, customer group affairs handling, customer demand service provision, property diversified business activities and so on.

In terms of the value-added services, there will be more changes, especially in terms of the human awareness. On the basis of doing their job well and providing quality services, the property companies will have to provide more value-added services with the change of owners' needs.

   Beijing News: Since last year, many property companies have sought to go public. After the epidemic, will there be more property companies seeking to be listed in the future?

   Jin Yonghong: The market value of the listed property companies rose rapidly in February, some of which even rose by 50% and 60%. This means that the public and the society recognize the value of property companies. Under the epidemic, the industries closely related to the lives of ordinary people, including the property companies, have been recognized. There are new opportunities for development in the crisis.

   I expect that more than 30 property companies will seek listing this year, and many other property companies are waiting in line to be listed. It’s likely that there will be about 100 listed companies in the future, including us. We are also preparing to go public.
